The founder of the firm, Duncan Millar practices primarily out of the Bellingham
and Vancouver, B.C. offices. He serves many business and individual clients
throughout the U.S., Canada, the U.K., and Asia. Duncan is a U.S. immigration
lawyer licensed in Washington state, and a B.C. Practitioner of Foreign
Law (U.S. law). Duncan's practice focuses exclusively on immigration
law, and he has extensive experience in all types of Green Card cases,
business and family immigration, investment, and consular matters. He
appears regularly at the Port Court at the Blaine Port of Entry and the
Seattle Immigration Court, where he represents respondents in deportation
proceedings against the Department of Homeland Security, and often accompanies
Canadians to the border to acquire visas under the NAFTA.
Duncan graduated with the highest honors from California State University,
Long Beach where he earned a Bachelor's degree in Philosophy. He then
attended Seattle University School of Law and received the degree of Juris
Doctor. Duncan is a member of the Washington State Bar Association and
the American Immigration Lawyer's Association. Duncan is active in
the British Columbia Pipers' Association as a certified adjudicator
and competitor, and is a drummer with the Four-Time World Champion Simon
Fraser University Pipe Band from Burnaby, B.C.
Carla Pérez, a partner of the firm, practices primarily out of the
Austin office. Her practice is exclusive to the representation of clients
in matters of U.S. immigration and nationality law. She is experienced
in family-based petitions, immigrant and nonimmigrant visas, DACA, removal
defense, asylum, citizenship, and business visas. Known for her meticulous
work and perseverance, Carla provides guidance to her clients throughout
Carla was born and raised in Texas. She graduated from University of Texas-Pan
American where she obtained a Bachelor’s degree in Biology, with
a minor in Chemistry. Prior to law school, Carla worked at Baylor College
of Medicine as a research assistant in a molecular biology laboratory.
During law school, she interned at the Starbucks Coffee corporation legal
department. Carla received her law degree from Seattle University School
of Law, and is admitted to the Washington State Bar Association, the United
States District Court for the Western District of Washington, and the
Ninth Circuit Court of Appeals. She is currently a member of the Latino/a
Bar Association of Washington, and the American Immigration Lawyers Association
— Washington and Texas Chapters.
Carla is fluent in Spanish. In her spare time, Carla enjoys reading, yoga,
and spending time with her twin sons and husband.
Andrew Hayes is a U.S. immigration lawyer licensed to practice in the state
of Washington and a B.C. Practitioner of Foreign Law (U.S. law). Andrew
practices primarily out of the Burnaby and Bellingham offices.
Andrew has been with the firm since 2004, after receiving a B.A. in English
and a minor in Mathematics from the University of Rochester. Already highly
skilled with immigration law matters from years as a paralegal, he graduated
from Seattle University School of Law in May 2012 where he participated
in mock trial, appellate, and international law contests.
Andrew enjoys playing music, reading, and learning things from unexpected
places. When time allows, he can be found hiking in the Olympics, Cascades,
or Manning Park.
Gabrielle D. Schneck
Gabrielle Dalmasso Schneck is a U.S. immigration lawyer licensed to practice
in the state of Washington. Gabrielle’s practice covers a range
of family and business immigration, removal defense, and naturalization.
She works primarily out of our Seattle office.
Prior to joining the firm, Gabrielle’s practice focused on representing
individuals in local immigration courts in matters such as asylum and
cancellation of removal. She has a special interest in pursuing VAWA-related
relief, U visas, and T visas on behalf of survivors of violence. She previously
interned with the Northwest Immigrant Rights Project (NWIRP), both in
their domestic violence unit and in their Tacoma office serving individuals
detained at the Northwest Detention Center.
Gabrielle graduated cum laude from the Seattle University School of Law
in May 2012, where she served on the Social Justice Coalition Steering
Committee and as a Seattle Journal for Social Justice board editor. She
also defended clients as a Rule 9 Licensed Legal Intern in Seattle Municipal’s
Mental Health Court.
Prior to law school, Gabrielle received her B.A. from McGill University
in Montreal, Quebec. Gabrielle is a member of the Washington Chapter of
the American Immigration Lawyers Association. She speaks Spanish and French.
Blair Cooper is a case manager for our Vancouver, B.C. office, and has
been with the firm since 2008. Blair works primarily with family-based

Columbia Law School. Blair is known for his professionalism, calm demeanor,
and subtle wit. He is also a member of the Simon Fraser University Pipe Band.
Cassandra Baker is a case manager in our Seattle office. She has a BA in
Spanish from Whitman College in Walla Walla, WA. Before joining our team,
Cassandra lived in Mexico City for a year, working at a guesthouse that
provides services to migrants and refugees. She is fluent in Spanish.
In her spare time, Cassandra enjoys writing novels. She joined the firm in 2014.
Rachel Parkinson is a case manager in our Vancouver, B.C. office. Rachel
manages cases dealing with waivers of inadmissibility, NAFTA, and intra-company
Originally from New Zealand, Rachel graduated from Victoria University,
New Zealand, with a PhD in Biological Sciences. She joined the firm in 2010.
Tano Martone is a case manager in our Vancouver, B.C. office. Tano joined
the firm in 2012. He manages cases dealing with business visas such as
E and L visas, with tremendous attention to detail.
Tano is originally from Edinburgh, Scotland and graduated with a BA(HONS)
from the Royal Scottish Academy of Music and Drama where he studied Scottish
music. He now resides in Vancouver, B.C. with his wife and is also a member
of the SFU pipe band.
Ron Reed is our director of operations. He joined the firm in 2007. Ron
provides technical (IT) support, web design and marketing, bookkeeping
and business administration. He has a degree in Philosophy from the University
of Maryland and a degree in Anthropology from the University of Washington.
In his free time, he enjoys tinkering with computers, playing music with
his wife, and is also enthusiastic about anthropology, mountain biking,
and graphic design.
Kyle Wallis joined the firm in 2014. Kyle is a case manager who primarily
works with family-based immigration cases. He is a graduate of Simon Fraser
University with a bachelor’s degree (double minor) in English and
Greg Macdonald provides business administration and marketing services
in our Bellingham office. Greg first joined the firm in 2005. With a background
as a Wall St. trader, entrepreneur, and successful restaurateur, Greg
also lends his considerable experience to the writing of business plans
for clients seeking to expand their foreign businesses into the United States.
